Will this mean he will not start the season as he has to have 4 weeks (someone correct me if im wrong) after his last game before he can play or train again.

There is a FIFA law which says all players must have at least x amount of time not playing football, I think it's 4 weeks. It's about resting, recovering, clearing up niggles and letting the body get back to a good baseline for want of a better description.
