England, Estonia, Lithuania, San Marino, Slovenia, Switzerland Scotland, Germany, Georgia, Gibraltar, Poland, Ireland Wales, Bosnia Herzegovna, Andorra, Cyprus, Israel, Belgium NI, Greece, Faroe Islands, Finland, Romania, Hungary Seems easy for England. Can anyone explain how Spain are not allowed to play Gibraltar? What if they meet in the final would Spain cede the win? Ridiculous idea, maybe England should refuse to play Spain at the World Cup if they meet?

Well that's silly. You can't have countries recognised by some but not others all playing the same competition.

Spain, among others, doesn't recognise Kosovo either. They're probably a bit nervous about the Basque region. Transdinistria regards itself as independent but AFAIK only Russia recognises it, everyone else says it's part of Moldova. Greece will not play against Macedonia unless they call themselves "Former Yugoslav Republic of Macedonia".
