That’s a problem for the club(s) concerned to solve! Unless there is a loophole ( legal or illegal!) that enables some wriggle room I would imagine that the most likely approach would be a combination of reduced incoming transfer activity / increases in the numbers of out of contract players released, with other players who are not currently under contract but the club would like to retain being offered a new deal but on reduced terms. The final option - and the one with least chance of success - is to approach the contracted players and ask them to renegotiate their contract ( ie lessen their wages ) in order to accommodate the revised budget.

Yes they were - Jack Rodwell - he cost Sunderland about £4.5k for every minute he played when transfer fees and wages were combined! No wonder football is in financial jeopardy!🥺

So a cap. This will disadvantage London Clubs. It will,also disadvantage clubs with bigger fan bases. Has to be some flexibility.
