The problem to me is inexperienced Civil Servants doing a job for which is completely out of their skill set. Mistakes will happen. Had the NHS Procurement Directors been on the ball they are better placed to source goods without all these issues. But novices are now involved and the results can be seen.

According to the former Chief Scientific officer who was speaking on Sky news this afternoon stocks of PPE have been steadily reduced since 2008. Is this when the policy of procurement changed as has been described from stock piling to just in time?

Storage space and management costs are huge and waste is high When every outlet has its own comprehensive stock holding. The creation of central megasheds means individual outlet stocks can be kept low when supported by a fast and frequent replenishment service. Just-in-time. A typical example are garages who don’t keep huge stocks of all spares but can get parts within 24 hours from a central location that keeps a full range. Garages don’t need to keep a massive range of expensive spare parts that may never get used. Ultimately a cost passed on to us. It makes absolute sense as computerised inventory management systems and demand forecasting systems can be linked into the manufacturing supply chain. I developed these types of computer systems in the record industry over 30 years ago. Why? Sales of last weeks number one can plummet and shops full of yesterdays hits that stop selling just eat into profits. Holding stocks centrally supported by a fast distribution network saved a fortune. it goes wrong when people panic buy. Toilet rolls an example. Stores keep enough stocks based on routine demand until the next delivery. Empty shelves didn’t mean none left, just distribution could not refill fast enough. It’s not a perfect system. I doubt there ever will be a perfect system. I never found one. It also goes wrong in extreme situations. Just in time fails as it did with toilet rolls, some drugs and PPE. Demand outstrips backup stocks and the manufacturing supply chain just can’t react.

Inexperienced people have been dumped on by a combination of the lack of planning from Procurement Directors and Government Ministers. The problems belong to the Organ Grinders but the Monkeys are trying to pick up the pieces. That is not blaming the monkeys.
